Hurtling toward the unknown – the promise and perils of generative AI

ABSTRACT
Large generative AI models – like ChatGPT, developed by for-profit research lab OpenAI – are tremendously exciting tools, capable of transforming how we learn, work, and think. They also pose unprecedented challenges when it comes to issues like misinformation, content moderation, and more.
This Insight takes stock of what large generative models are, why they inspire excitement and concern, and how they might shape our future.

Since the public release in November 2022 of ChatGPT – a powerful AI chatbot that generates text in response to text prompts – millions of people are beginning to realise what many AI experts have suspected for years: advanced AI systems will fundamentally reshape our lives, and sooner than most people think.
“Generative AI” is “artificial intelligence which can generate novel content, rather than simply analysing or acting on existing data”. In the last decade, generative AI models have improved exponentially to the point where, for example, ChatGPT scored a B on an MBA exam at an Ivy League college; and Midjourney – which generates images in response to text prompts –was used to create an image that took first place in an art competition held at an American State Fair.
In addition to these “text-to-text” and “text-to-image” models, “text-to-code”, “text-to-audio”, and “text-to-video” models have also developed in recent years (although the latter two are, at the time of writing, less advanced than their “text-to-text” and “text-to-image” counterparts). As a result of technical breakthroughs in AI and machine learning, generative models are improving at a rapid and unrelenting pace.[1]
It’s impossible to say exactly how this will impact society because these models can bring both immense good and immense harm, depending on how and by whom they are used; and because it is unclear how their capabilities will evolve as they develop further. Even so, it is crucial for policymakers, activists, and other socially responsible actors to begin grappling with the potential societal consequences of generative AI if we are to reap the benefits of these models while minimising their harms.
USES FOR GENERATIVE AI
“Text-to-text” models like ChatGPT can do a dizzying array of tasks. They can generate coherent responses to virtually any question (or “prompt”) posed to them, and, where initial responses are unsatisfactory, users can ask follow-up questions. They can explain complex concepts in simple terms, produce research summaries, write poetry and code, and offer career advice. They can draft speeches, legal documents, business strategies, ad copy, and more. And they can do these things near-instantly – generating in seconds material that would take experienced professionals hours to produce. As has been noted, they have the “remarkable ability to automate some of the skills of highly compensated knowledge workers.”
If Google – which indexes and presents existing information – is a “search engine,” ChatGPT and related models – which use the information they’ve been trained on to synthesise new information – can be considered “answer engines.” They instantly create tailor-made answers to queries and, unlike with Google, where asking a long, detailed question degrades the quality of results, the more prior context one gives an answer engine, the better its answers. In this way, language models are like algorithmic oracles, channelling staggering amounts of training data to provide personalised guidance to whoever seeks them out.
Having an answer engine at one’s fingertips can be tremendously useful for many people. For high school and undergraduate students, it can be used to instantly generate compelling essays, effectively breaking traditional academic measures of competence. It can act as a tutor, enabling students to ask specific questions on topics they don’t understand. For professions relying on writing – particularly lawyers, copywriters, advertisers, and those in customer support – answer engines can ease work tasks. In addition to generating content (like emails) from scratch, they can be used as mental sparring partners, giving humans an intelligent agent to bounce ideas off. One could, for example, provide a model with a disordered dump of meeting notes, and ask it to summarise them, arrange them in a logical sequence, pick out relevant themes, and suggest next steps.
Generative models are also extremely useful for coders, as one can describe in natural language the kind of code needed and receive that (with minor errors that can be fixed by a human expert) as an output. This makes the process of coding much faster, and more accessible, than has previously been the case. The same is true for artists, graphic designers, architects, and others who work in visual fields: using “text-to-image” tools can greatly increase the speed at which they are able to create, as these tools can be used to quickly spin up prototypes and to clarify visions.
It has also been suggested that generative models could be used for psychosocial support, providing empathetic advice in response to inputs about a person’s life. Future models, connected to the internet, raise the disquieting prospect of already knowing these particularities without them having to be shared.
While these models are evidently highly capable, it’s important to note that they currently have no concept of truth. They work by learning to predict what word usually follows another word; effectively hallucinating responses through complex machine-learning magic. Although they sometimes arrive at accurate conclusions – and do much better when guided along this path with human hints – they also frequently make things up. Their answers should thus not be taken at face value, and ought to be independently verified.
Undoubtedly, there are many other possible use cases as well. As more people gain access to these tools, we are likely to see them used in a range of new and unexpected sectors and tasks.
CHALLENGES POSED BY GENERATIVE AI
Generative AI has the potential to cause significant social disruption. Primary among its many potential challenges is widespread job loss, as many roles in fields such as customer support could be automated. Although new jobs will also be created, this is unlikely to be sufficient to replace those that are lost.
As mentioned, generative AI also effectively breaks traditional measures of competence, like essays, exams, and screening tests used to recruit professionals. Although some tools have been developed to detect AI-generated material, it is unclear whether these provide a sustainable solution. Educational and corporate institutions may thus have to radically rethink how they examine people in order to avoid being “gamed.”
Generative models can be abused by malicious actors to, for example, instantly generate misinformation, propaganda, or hate speech; to create convincing websites which mirror the aesthetics, writing style, and user-interface of mainstream media sites; or to devise sophisticated phishing scams. Because these models make it so easy to fabricate information, the line between fact and fiction may become increasingly difficult to discern.
AI models also tend to reproduce the biases latent in the data they’re trained on, sparking concerns about prejudice and discrimination. As with other new technologies, a lack of demographic representation in the development of these tools may affect their functioning in ways that are hard to predict. And currently, human labour is required to teach the models what constitutes toxic content, raising difficult questions about the human toll of training these tools.
There are also risks that the resulting guardrails programmed into these models, which cause them to avoid sharing harmful information, can be bypassed by enterprising users, such that the models can be used to enhance the capacity to do harm. Even if existing vulnerabilities are patched, others are likely to crop up in future versions, as developers simply cannot guard against every possible exploit of a general-purpose system that can receive infinite inputs.
Finally, consider the question of access. At present, a handful of companies, backed by huge sums of money, are responsible for developing these models. They have sole control over who can access them, for what purposes they can be used, and how they moderate content. Power is concentrated in these companies’ hands. They could decide to provide free access to people the world over, to deny access to those living in countries they take issue with, or to make their models entirely pay-to-use.
The UN Special Rapporteur on freedom of opinion and expression has argued that internet access is necessary to give effect to the right to freedom of expression in the modern era. Similar arguments may soon be made for generative AI.
WHAT SHOULD WE EXPECT FROM THE FUTURE?
We should expect to wake up one day and find that these models’ capabilities have again leapt forward; that the borders of possibility have again expanded outward. Indeed, we should expect to live through multiple days like this in the coming years.
One such day may come in 2023, as OpenAI prepares to release GPT-4, a language model potentially orders of magnitude larger than ChatGPT (although such claims have been shot down as overhyped, including by OpenAI’s own CEO).[3] Given that other companies, such as , and Anthropic, are also working on generative AI models behind closed doors, it seems likely that major leaps forward will come at some stage in the near future, whether from OpenAI or otherwise.
At this point, analysis devolves into speculation. More advanced models may be able to review scientific literature and synthesise genuinely new knowledge. They may become “multimodal” – trained on data of multiple types, such as text, image, and audio – unlocking more advanced capabilities, such as the ability to create video and audio content personalised to each individual. Further down the line, some speculate that an AI system could eventually surpass human intelligence, creating a “superintelligence “– an AI system that can outperform human minds in virtually any task, and which can autonomously improve itself.[4]
In a recent survey, 90% of AI experts believed in at least a 50% chance that human-level AI will be created at some point within the next century. Beliefs like this are at the root of the fear that humanity could lose control of what it creates; underscoring the importance of aligning AI with human values and developing appropriate regulatory frameworks ahead of time.
COEXISTING WITH CLEVER MACHINES
This analysis only scratches the surface of what can be said about generative AI. The implications for specific sectors, places, and people merit more detailed discussion. Serious work must be done to understand how generative AI will transform different domains, which transformations are desirable or undesirable, and which are inevitable. We aim to begin addressing these issues with future publications.
We have entered uncharted territory. With ChatGPT, something likened to an alien baby has been created. Although it “speaks” English and simulates the character of a helpful assistant, we don’t know exactly what it understands, or even the details of its internal working. Perhaps this is why, for many, it sparks a mix of awe and dread. There is something threatening about interacting with a tool that seems capable of synthesising knowledge, thinking analytically, and acting creatively – traits many have thus far believed to be the preserve of humans.
Given that we can expect a proliferation of increasingly impressive generative models in the coming years, we must learn to work with them in ways that advance the rights and well-being of humans. They are tools, and as such, they will bring the most value to the people who learn to use them effectively, and to the societies which put in place robust frameworks for dealing with them. Although there is no single way forward, it is clear that policymakers, activists, academics, and others interested in advancing the social good need to pay close attention to generative AI today, in order to enjoy its fruits and avoid its perils tomorrow.
